The STARS project was initiated to support Malaysia’s National Energy Transition Roadmap (NETR) with a national target to achieve 70% renewable energy in its total energy mix by year 2050. What is STARS?
The Solar Transition Action Roadmap for Schools (STARS) was introduced by Sure Solar Sdn Bhd as a nationwide initiative to guide Malaysian schools in adopting solar energy and integrating sustainability practices. The program draws its name from the dual symbolism of stars as navigational guides and the sun, our greatest star, which is the ultimate source of solar energy. Through STARS, schools will not only harness the power of the sun but also become beacons of sustainability for their communities. Under the STARS project, Sure Solar Sdn Bhd aims to install solar system for 1000 schools by year 2028, converting schools into beacon of inspiration to the younger generation to adopt green technology.
How does STARS align with the National Energy Transition Roadmap (NETR)?
The Government of Malaysia’s NETR was released in year 2023 to provide a clear framework for the nation’s transition towards renewable energy and carbon reduction. Key focus areas include scaling rooftop and ground-mounted solar projects, improving energy efficiency, and expanding renewable infrastructure. The main goal of Malaysia’s NETR is to transition the country from a fossil fuel-based economy to a green economy by achieving net-zero emissions by 2050, enhancing energy security, and fostering sustainable and inclusive socioeconomic development.

STARS directly complements these objectives by:
1. Scaling Solar Uptake – positioning schools as anchor sites for rooftop solar adoption, contributing to NETR’s renewable energy capacity targets.
2. Catalyst Projects – turning schools into demonstrators of clean energy solutions within their communities, in line with NETR’s emphasis on flagship catalyst projects.
3. Energy Efficiency – encouraging behavioral and operational energy efficiency practices in educational institutions alongside solar deployment.
The STARS project aims to provides a strategic bridge between Malaysia’s NETR and its education transformation roadmaps. By embedding solar energy adoption into school infrastructure, pedagogy, and community engagement, STARS enables schools to become living models of the nation’s energy transition. In doing so, it ensures that all schools, like stars in a constellation, collectively harness the power of the sun to illuminate a sustainable future for Malaysia.
What is the Pioneer 10 program?
The first phase of the STARS project is named the Pioneer 10 Program. Sure Solar Sdn Bhd will select 10 schools across Peninsula Malaysia to install solar for free! Program details as below.

Program Summary:
- The offer is limited to 10 schools on a first-come, first-served basis.
- The application is open till 31 December 2025, or till 10 schools have been selected.
- Open to all schools in Peninsular Malaysia.
- The selection will be based on schools that has incorporated green education for their students, integrating sustainability and climate action or awareness into the school’s governance, facilities or curriculum.
- The schools should demonstrate strong cooperation and willingness to assist in obtaining the necessary approvals from the Ministry of Education (MOE) for installation of solar system.
- Priority will be given to schools with monthly TNB bills exceeding RM5,000. However, schools with bills below this amount may still apply and appeal for special consideration.
- Interested schools are required to submit minimum of three (3) months of TNB bills for pre-assessment. Submission of additional billing data is encouraged for more accurate analysis.
- The selected schools will benefit from a zero-CAPEX model for solar installation, where no financial investment is required for the solar installation. Upon completion of solar installation, the schools will start enjoying cheaper, flat-rate electricity tariff for a contract period of up to 21 years.
- Selected institutions will be officially recognized as part of the “Pioneer 10 Solar Schools” initiative, with potential inclusion in media features, case studies, and national-level sustainability showcases.
